Overview
Purpose
The purpose of Title I is to provide local educational agencies with extra resources to help improve instruction in high-poverty schools and to ensure that all children have the same opportunity to meet challenging State academic standards. Title I funding may be used in two ways: school-wide programming or targeted-assistance programming.
School-wide Program
-
The school district may consolidate and use funds together with other Federal, State, and Local funds to upgrade the entire educational program of a school.
-
To be eligible for a school-wide program, a school must have not less than 40% of the children from low-income families. The district uses the percentage of families qualifying for free and reduced lunch to determine eligibility for school-wide programs.
-
A school participating in a school-wide program must use funds to supplement the amount of funds that would, in the absence of Title I funds, be made available from non-Federal sources.
Targeted-Assistance Program
-
Resources help participating children meet the State's challenging student academic achievement standards expected for all children.
-
Schools ensure that planning for students served is incorporated into existing school planning.
-
Effective methods and instructional strategies used are scientifically research-based to strengthen the core academic program of the school.
-
Students served are in academic need and selected on the basis of multiple, educationally-related, objective criteria.
